As per Clause 2.1.13 and Condition of License number 5 (Annexure 3 of Schedule 2) of FSS (Licensing and Registration of Food Businesses) Regulations, 2011 requires all Food Business Operators involved in Manufacturing/Processing including Relabellers/Repackers and Importers to submit annual returns of their food businesses for the year 2019-2020 to the concerned Licensing Authority by 31st May 2020 as per the attached format (Form D1).

Food Business Operators involved in manufacturing/processing including Relabellers/Repackers of Milk and Milk Products are required to submit half yearly return in the attached format (Form D2) to the concerned Licensing Authority by 30th April 2020.

Penalty for delay or non-submission of Returns

Any delay in filing return beyond 31st May of each year shall attract a penalty of Rs 100 per day of delay as per clause 2.1.13(3) of FSS (Licensing and Registration of Food Businesses) Regulations, 2011.

Considering the difficulties faced by FBOs in the submission of annual/half-yearly returns during the lockdown in the country due to COVID-19 pandemic, it has been decided to extend the timeline for submission of annual return for FY 2019-2020 and half-yearly return for the period of 1st October 2019 – 31st March 2020, till 31st July 2020. (Refer FSSAI order number 15(6)2020/FLRS/RCD/FSSAI dated 11th April 2020).

Address Details of Licensing Authorities for sending Annual/Half-yearly Returns though emails or in physical form:

1. Central License (100xxxxxxxxxxx), Details of Central License Authorities: (https://fssai.gov.in/cms/designated-officer.php)
2. State License (1xxxxxxxxxxxxx), Details of State Food Authorities: (https://fssai.gov.in/cms/commissioners-of-food-safety.php).

All are advised to submit their returns at the earliest.

Important Note:

• FSSAI is in the process of developing the portal for submitting online annual returns of food businesses involved in the manufacturing/processing of food products and importers of food products. The public announcement for the same will be made in due course. When launched, FBOs will have the facility of online filing of the returns.
• Food Business Operators having FSSAI Registration Certificate (2xxxxxxxxxxxxx) do not require to submit Annual Returns.
• Returns shall be sent to the respective authority as per the details mentioned above.
• No return shall be sent to FSSAI Headquarters.
• No cognizance of such return shall be taken.
